According to the Incheon City Council on the 22nd, the "Ordinance on Safety Management of Outdoor Events in Incheon," jointly proposed by all 40 city council members, was passed at the 6th plenary session of the 283rd meeting held on the 16th.
Councilor Kim Daeyoung proposed during a 5-minute speech at the plenary session that the outdoor event safety management ordinance be passed within the year, emphasizing through the joint proposal of all members that they will do their best for the safety of 3 million Incheon citizens.
The ordinance specifies safety management measures for mass gatherings without organizers or sponsoring groups and includes provisions to establish safety management plans for local festivals and events promoted through citizens' voluntary participation to protect citizens' lives and promote safety.
By expanding the scope of regulated event sizes under the Disaster Basic Act and the Performance Act related to outdoor event safety management, it is expected that safety blind spots can be minimized.
Until now, there has been no safety-related ordinance for outdoor events in Incheon.

Councilor Kim Daeyoung stated, "As seen in the Itaewon tragedy, accidents where many people lose their lives due to complacency can happen at any time," adding, "The ordinance was enacted to enable the Citizen Safety Headquarters, Fire Safety Headquarters, and Autonomous Police Committee to actively communicate and share tasks to take preventive measures in advance."
