Seoul City Holds Public Inspection and Resident Briefing on Environmental Impact Assessment of 'Gwangyeok Resource Recovery Facility'
Resident Briefing Session to be Held at Mapo-gu World Cup Stadium on the 28th
[Asia Economy Reporter Kiho Sung] The Seoul Metropolitan Government announced on the 21st that it will post the draft strategic environmental impact assessment report for the site selection of the resource recovery facility and plans for a public inspection and briefing session on the Seoul city website and the Ministry of Environment's Environmental Impact Assessment Information Support System, in accordance with Article 13 of the Environmental Impact Assessment Act.
The strategic environmental impact assessment is a legal procedure to evaluate the environmental impact on candidate sites and surrounding areas for the construction of a metropolitan resource recovery facility, investigating 14 items including air quality, soil, water quality, noise, and vibration.
In particular, for the air quality sector, which local residents are concerned about, a comprehensive analysis of the impact of constructing the resource recovery facility was conducted through field measurements at 15 points within a 5km radius of the candidate sites and air quality analysis at 868 points, using an accredited program (CALPUFF) by specialized meteorological modeling institutions (Hanmac Technology, Yushin Corporation).
As a result, it was found that the expansion of the resource recovery facility has almost no impact on air pollutants and odors. Fine dust (PM-10), nitrogen dioxide (NO2), dioxins, and other pollutants were found to meet environmental standards despite the facility expansion. Soil, water quality, noise, and vibration were also analyzed to have almost no environmental impact due to the expansion of the resource recovery facility.
The public inspection of the draft strategic environmental impact assessment report for the site selection of the resource recovery facility is scheduled to be held for 21 days until January 18 of next year, and citizens who wish to review it can do so via the information and communication network and at 10 public inspection locations installed in Seoul and Goyang City.
The city plans to hold a residents' briefing session at 10 a.m. on the 28th at the World Cup Stadium in Mapo-gu to explain the draft strategic environmental impact assessment results and listen to residents' opinions.
