Unlike the first work report in July, this time a public reporting format directly to the people is expected to be applied.
Lee Jae-myung, deputy spokesperson of the Presidential Office, held a briefing at the Yongsan Presidential Office on the afternoon of the 18th and stated, "If the previous review meeting was a time to present the big picture of national tasks to the public, this work report will likely be a series introducing the details to the people one by one."
This work report is expected to be organized not as a one-on-one report between the minister and President Yoon, but by grouping 2 to 3 ministries together, with time allocated for discussions on common issues related to the ministries along with their work reports. It is anticipated that not only ministers and vice ministers but also agency heads, bureau chiefs, and working-level managers will attend and participate in discussions. Deputy Spokesperson Lee added, "There will also be time for private experts, policy consumers, and the general public to attend and share opinions on policies and reform tasks."
In particular, Deputy Spokesperson Lee emphasized, "We plan to make 2023 the first year of the three major reforms, including contents that each ministry will secure as driving forces for reform," and added, "We expect this work report to demonstrate the firm philosophy and identity of the Yoon Seok-yeol administration, which is solely focused on the people and national interests."
Regarding the change in the reporting method, a Presidential Office official stated, "The nature of the first work report and the New Year work report is different." The official explained, "The first work report was a time for ministers to understand and set up national tasks for the first time. Accordingly, it was a session where ministers fully understood their ministry’s work and the national tasks under their jurisdiction, and shared precisely how to proceed through discussions with the president. Therefore, it was a private meeting without other attendees, where the minister thoroughly reviewed the national tasks and shared opinions one-on-one with the president."

The work report targets include 18 ministries, 4 offices (the Ministry of Patriots and Veterans Affairs, the Ministry of Personnel Management, the Ministry of Government Legislation, and the Ministry of Food and Drug Safety), and 4 commissions (the Fair Trade Commission, the Financial Services Commission, the Personal Information Protection Commission, and the Nuclear Safety and Security Commission). A Presidential Office official said, "During this work report process, we intend to grant and respect maximum autonomy and creativity to each ministry."
