The Gyeongnam Provincial Council held the final report meeting for the "Research on Local Council Members' Legislative Activity Guide" on the 7th at the council's main conference room, with participation from members of the Council Operations Committee, the Secretary-General of the Council Secretariat, former officers and senior expert advisors, and policy support officers.
This research was promoted to create a systematic manual containing essential information for legislative activities, following the full revision of the Local Autonomy Act implemented this year, which expanded the functions and roles of local councils, and with the inauguration of the 12th council.
The research covered a total of nine areas, including an overview of local councils, the authority and roles of local councils, and the status and duties of local council members, presenting the basic related legal provisions in an easy-to-understand manner for the members.
Additionally, it included practical information helpful for legislative activities such as council member research groups, legislative reports and manifestos, and the policy support officer system, while introducing cases of local councils in countries like the United States and the United Kingdom to take a step closer to council modernization.
In particular, this research is expected to greatly contribute to establishing the direction of council members' legislative activities by including the perceptions of residents and public officials about the council and legislative activities, as well as the required activities in areas such as legislation and budgeting, based on a survey conducted among them.
Lee Kwang-ok, Legislative Officer of the Council Secretariat, said, "In the case of the 12th council, the proportion of first-term members reaches 70%," adding, "We will strive to support the members so that they can smoothly carry out legislative activities early on, thereby realizing a council that truly serves the residents."
