View original image[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province has uncovered a large number of animal farms that supplied food waste to dogs and chickens without reporting to authorities for years or operated livestock manure discharge facilities without installation reports.
The Gyeonggi Province Special Judicial Police for Public Welfare announced on the 5th that from the 7th to the 18th of last month, they conducted inspections on 65 animal farms supplying food waste in northern Gyeonggi and chicken meat packaging processing companies, uncovering 14 cases (19 incidents) violating the Waste Management Act and other laws.
Among the major cases, Farm A was found to have supplied 1,800 kg of food waste collected from restaurants monthly as feed to 77 dogs on the farm since 2018 without reporting waste disposal to the relevant administrative agency.
Farm B was revealed to have received 600 kg per month of chicken bone waste, an animal residue, from a chicken meat packaging processing company since September 2019 without waste disposal reporting, mixing it with concentrate feed and supplying it as feed to 150 dogs (puppies) on the farm.
Farm C raised 60 dogs in two vinyl greenhouses (total area 766.5㎡) without reporting the installation of livestock manure discharge facilities. For dog breeding facilities, if the area of the manure discharge facility exceeds 60㎡, a report must be filed with the relevant authority. This farm was caught for crushing 600 kg of chicken bone waste monthly and mixing it with concentrate feed to supply dog feed without food waste disposal reporting since 2020.
Chicken meat packaging processing company D improperly entrusted 100 kg daily of chicken bone waste, classified as business waste, to unqualified dog farms without waste disposal reporting since November 2018, and did not enter the chicken bone waste disposal records into the 'Olbaro System,' an internet-based real-time automatic management system to enhance transparency of waste disposal records.
According to the Waste Management Act, failure to report food waste disposal or to enter data into the 'Olbaro System' can result in imprisonment for up to 2 years or a fine of up to 20 million KRW. Entrusting waste disposal to unqualified persons can lead to imprisonment for up to 3 years or a fine of up to 30 million KRW, and failure to report livestock manure discharge facilities can result in imprisonment for up to 1 year or a fine of up to 10 million KRW under the Livestock Manure Act.

Kim Min-kyung, head of the Gyeonggi Province Special Judicial Police for Public Welfare, stated, "Through this crackdown, we expect emitters, collectors, transporters, and animal farms illegally processing food waste to handle it hygienically and legally." She added, "Gyeonggi Province will continue to collaborate with cities and counties to conduct ongoing inspections to promote lawful animal breeding environments and prevent environmental pollution."
