Gwangju Seo-gu Council Takes Lead as First in Region to Establish 'Outdoor Event Safety Management Measures'
Assemblyman Im Seonghwa's Proposed 'Ordinance on Safety Management of Outdoor Events' Passes Standing Committee
[Asia Economy Honam Reporting Headquarters Reporter Shin Dong-ho] As calls for safety management measures for crowd-dense events have increased following the Itaewon disaster, the Gwangju Seo-gu Council is pushing for the establishment of a bill for outdoor event safety management, the first of its kind among Gwangju autonomous districts.
On the 28th, according to the Gwangju Seo-gu Council, the ordinance titled "Ordinance on Outdoor Event Safety Management in Seo-gu, Gwangju Metropolitan City," which was proposed by Councilor Im Seong-hwa as the main sponsor, passed the review of the relevant standing committee (Social and Urban Committee).
The ordinance mainly recommends establishing and implementing safety management plans for all outdoor events expected to have a maximum audience of 500 or more at any given time.
The ordinance includes ▲ the scope of application regarding safety management of outdoor events ▲ responsibilities of the district mayor and residents ▲ safety management plans ▲ emergency safety measures and key contents related to safety management of outdoor event venues.
Councilor Im said, "The biggest cause of this disaster appears to be the absence of a safety management manual and a responsible person," adding, "Before debating whether the event is hosted or organized, the state has the responsibility to mobilize all available means to protect the safety and lives of citizens."
He continued, "While the enactment of the ordinance cannot prevent all accidents, no disaster that takes citizens' lives due to the absence of the state can be tolerated anymore," and explained, "We have prepared a safety manual for outdoor events so that Seo-gu residents can participate in events in a safer environment."
