On the afternoon of the 15th, Min Gwan-gi, the head of the council, visited the Mapo Police Station in Seoul, where the Special Investigation HQ is located, to deliver a written opinion containing these demands. In the statement, the council requested a ban on separate investigations or sweeping investigations, and to minimize summons of on-site police officers unrelated to the investigation. They also guaranteed the mandatory participation of the suspect's legal counsel and demanded an investigation without any sacred cows, regardless of rank or status.

The council also expressed concerns about the so-called "scapegoating" investigation raised by some, stating, "If these concerns become reality, we will never overlook it." The council added, "We hope the police themselves will take a resolute stance to fundamentally improve structural problems, rather than resorting to temporary measures or forcing sacrifices only on on-site police officers."
