During his Southeast Asia tour, President Yoon said in his opening remarks at the 'South Korea-U.S.-Japan Trilateral Summit' held in Phnom Penh, Cambodia, on the afternoon of the 13th (local time), "North Korea is carrying out increasingly hostile and aggressive provocations based on its confidence in its nuclear and missile capabilities."
In particular, President Yoon mentioned, "Since taking office in May, North Korea has launched about 50 missiles, with concentrated launches from late October to early November," adding, "Among them, one missile crossed the eastern Northern Limit Line (NLL) and landed in our territorial waters." He described this as "a very serious provocation, the first of its kind since the division of the Korean Peninsula," and stated, "Carrying out such provocations while our people are in deep sorrow reveals the North Korean regime's inhumane and anti-humanitarian nature."
President Biden also referred to North Korea's continuous provocations and emphasized the trilateral partnership. He said, "We are concerned about North Korea's missiles and nuclear weapons," adding, "South Korea and Japan are important allies of the United States, and we have strengthened cooperation. We are also enhancing cooperation on other challenges." He continued, "Today, we will discuss strengthening supply chains, enhancing economic resilience, and peace and stability in the Taiwan Strait," and explained, "We will also discuss increasing support for Ukraine and a free and open Indo-Pacific region."

Prime Minister Kishida also warned against North Korea's provocations. In his opening remarks, he said, "Provocations by North Korea continue, and further provocations are expected," evaluating that "holding the South Korea-U.S.-Japan summit today is timely."
