From the afternoon of the 12th, 52.5mm of rain fell in Yeongdeungpo-gu. Although this amount was not high compared to typical summer rainfall, some roads began to flood due to fallen leaves blocking the drainage system.
Leaving the situation as is posed a high risk of increased flood damage.
Following the instructions of Mayor Choi Ho-kwon, the district office initiated Level 1 emergency duty starting at 8:40 PM that day.
Normally, emergency duties for wind and flood disasters are issued according to weather alerts from the Korea Meteorological Administration: Level 1 for heavy rain advisories and Level 2 for heavy rain warnings. However, no weather alerts were issued for the Yeongdeungpo area that day.
This was an unusual emergency declaration.
Following the emergency declaration, about 100 employees from the district office and local community centers were immediately deployed for flood prevention activities. Mayor Choi also visited the Disaster and Safety Countermeasures Headquarters to direct the situation and assisted on site.
From 8:57 PM, access to Dorimcheon Stream was restricted, and patrols of rainwater inlets and leaf cleaning were conducted to address drainage issues at 30 road locations. The emergency duty was lifted at 12:30 AM on the 13th as the rain weakened.
