Park Ki-young, a Gangwon Provincial Assembly member from the People Power Party, submitted a complaint to the Gangwon Provincial Police Agency on the 10th, stating, "Former Governor Choi Moon-soon is suspected of 'breach of trust in the course of business under the Act on the Aggravated Punishment of Specific Economic Crimes,' 'abuse of authority,' and 'neglect of duty.'
Park said, "Today's Legoland incident stems from ten years of wrong decisions and obstinate administration under Choi Moon-soon's provincial government," adding, "The 205 billion won debt guarantee carried out through secretive administration without the approval of the provincial council, unfair agreements tantamount to slave contracts, and the Legoland development project over the past decade have been stained with all kinds of corruption and incompetence."
In the complaint, Park pointed out, "Despite Gangwon Jungdo Development Corporation (GJC) lacking several hundred billion won in funds to complete the Legoland project, former Governor Choi instructed or approved the transfer of 80 billion won to Merlin, thereby causing financial benefits to Merlin and losses to GJC."
He continued, "Looking back, it is regrettable that it was not corrected at that time. Who would have known the project would proceed so poorly?" He criticized, "Although it is impossible to list all of former Governor Choi's crimes, including the corrupt connection between the former CEO of LL Development, the predecessor of GJC, and the previous provincial government's political advisor, the unfair MDA (Master Development Agreement) tantamount to a slave contract, and the lack of provincial council approval, the greatest sin is betraying the hopes of the people of Gangwon Province."
Park also stated, "Although it was agreed to acquire tangible and intangible Legoland theme park assets in exchange for the 80 billion won transfer, no actions have been taken to date, and rental income has been reduced from the original 30.8% to 3%, resulting in a huge burden of acquisition tax and property tax," adding, "These acts correspond to breach of trust under the Specific Economic Crimes Act and abuse of authority under the Criminal Act."
Park's main accusations include ▲ the 80 billion won support from GJC to Merlin ▲ expansion of the 205 billion won debt guarantee without provincial council approval ▲ purchase of multiple sites from GJC at low prices and resale at high prices.
In particular, he emphasized, "Approving the expansion of the debt guarantee to 205 billion won by Gangwon Province without the essential prior approval of the provincial council under the Local Finance Act constitutes breach of trust and abuse of authority."
He added, "I hope the investigative authorities thoroughly review the complaint and conduct a strict investigation to hold those responsible accountable," and "I hope the responsibility will be clearly determined so that such huge losses to local government finances and the national economy never happen again."
