Jeon Gyeong-seon, Jeonnam Provincial Assembly Member, Criticizes Jeonnam Province's 'Opaque and Uncommunicative Personnel Appointments'

Jeon Gyeong-seon, a member of the Jeonnam Provincial Assembly (Democratic Party of Korea·Mokpo 5), stated on the 2nd during the administrative audit of the Jeonnam Provincial Autonomous Administration Bureau, “Although the Jeonnam personnel system conducts work performance evaluations twice a year, there are significant drawbacks such as not disclosing the ranking of work performance evaluations to employees who have not yet reached the minimum promotion period,” and emphasized, “The overall ranking of work performance evaluations should be disclosed so that employees can prepare for promotions and assignments on their own in advance.”
In response, Kim Ki-hong, head of the Jeonnam Provincial Autonomous Administration Bureau, replied, “Jeonnam is the only province nationwide that discloses work performance evaluation results to department heads and bureau chiefs.”
Assemblyman Jeon said, “The unreasonable aspects of the personnel system have been clearly revealed, but the argument that Jeonnam is better compared to other provinces is not appropriate,” and stressed, “Employees want the disclosure of work performance evaluations, and if there is no valid reason to keep them confidential, disclosure is the right approach.”
He added, “After personnel actions, a grievance management system should be operated to explain to dissatisfied employees why they were excluded from personnel decisions and to address their concerns.”
Furthermore, he urged, “If work performance is lacking, efforts should be made to strengthen capabilities, but there is a tendency to leave it as is,” and requested, “The personnel system should be improved so that employees who perform well and those who do not are not divided.”

He also pointed out, “The 2022 personnel operation direction set by Jeonnam Province is ‘fair and rational personnel management harmonizing work, performance, and consideration,’ but the criteria for judging outstanding performers and grievance tasks are not clear,” and demanded, “Personnel decisions should be made that everyone can understand and predict.”
