[Asia Economy Reporter Park Jong-il] The Jung-gu Council of Seoul (Chairperson Gil Gi-young) opened the 274th extraordinary session on the 1st.
Before the opening, the council held a moment of silence for the victims of the Itaewon tragedy that occurred on the 30th of last month.
The 274th extraordinary session will be held from November 1 to 3. At the 1st plenary session held on the 1st, the following agenda items were all approved: ▲ Decision on the session period ▲ Decision on the agenda schedule ▲ Appointment of minutes signatories ▲ Adjournment of the plenary session.
The council will hold each standing committee on the 1st and 2nd to elect vice chairpersons, prepare the 2022 administrative audit plan, and handle ordinance bills. On the last day of the schedule, the 3rd, the 2nd plenary session will approve the administrative audit plan and other ordinance bills before adjourning.
Previously, at the 272nd extraordinary session, the council established a Special Ethics Committee in accordance with Article 65 of the Local Autonomy Act and Article 2 of the Rules on the Composition of the Special Ethics Committee and Ethics Review Advisory Committee of the Seoul Jung-gu Council, to review matters related to compliance with the council members' code of ethics and disciplinary actions.
Accordingly, at the 1st plenary session of the 274th extraordinary session held on the 1st, plans were made to elect the chairperson and vice chairperson of the Special Ethics Committee, but the election failed due to a lack of quorum.
Meanwhile, on the same day, council members Lee Jeong-mi, Song Jae-cheon, and Jo Mi-jung made five-minute speeches regarding district administration.
Council member Lee Jeong-mi referred to some executive-level personnel changes made after the launch of the 8th local government and urged thorough efforts to promote reasonable and fair personnel policies in the future.
Council member Song Jae-cheon requested a clear stance on the direction and future measures of the SMP (Seoul Makers Park) project promoted during the previous district mayor’s term.
Council member Jo Mi-jung requested a clear position and specific future alternatives from the district office regarding elementary and daycare center care services, and asked for a detailed explanation of the series of discussions and progress from the initial planning stage of private consignment to the present.

Chairperson Gil Gi-young mentioned the Itaewon tragedy in his opening remarks, stating, “The council will make every effort and support to prepare safety accident-related measures to prevent the recurrence of the same accident,” and added, “Due to repeated interest rate hikes, the ordinary people’s economy is reaching a serious level, so I ask for more careful attention to livelihood stabilization measures. Please make special efforts to ensure that the prompt execution of the supplementary budget approved in the last session leads to revitalization of domestic demand.”
