Amid prolonged COVID-19 and economic recession causing hardships in education, employment, and housing for young people, President Yoon has recently been issuing policy messages targeting the youth every day, emphasizing the need to pay special attention to them.
On the morning of the same day, President Yoon presided over a Cabinet meeting at the Yongsan Presidential Office building, saying, "During my candidacy, I promised to create a country where young people can dream and fully demonstrate their capabilities."
He particularly emphasized, "Supporting young people with creative ideas and capabilities to realize their dreams is indeed an important role of the government." Earlier, last week in Sangju, President Yoon met with young farmers and stated, "We will provide systematic exchange programs to help young people start agricultural businesses and actively support their growth into experts."
He also stressed the importance of preparing detailed youth policy plans through national agendas. President Yoon said, "The new government has selected youth policy as a representative national agenda based on the principles of hope, fairness, and participation," adding, "We must provide a ladder of hope so that young people can design their future from a fair starting line."
He ordered the establishment of support measures for jobs and housing. President Yoon explained, "We need to create quality jobs led by the private sector, not just short-term jobs, and policies that help young people acquire their own homes and build assets, rather than simply handing out rental housing or cash." He continued, "Youth advisory roles and a 2030 advisory group will be newly established within government ministries, and I ask Cabinet members to communicate with the determination to create plans for the country's future together with young people, not limiting themselves to youth issues alone."
President Yoon also mentioned the complex crisis in the global economy and urged relevant ministries to prepare thoroughly. He said, "The government is operating a 24-hour monitoring system, focusing on stabilizing the macroeconomy and financial markets," adding, "We must carefully watch over the lives of the people and meticulously attend to even the smallest matters to ease the burdens of ordinary citizens."

At the Cabinet meeting that day, measures were approved to expand the criteria for reducing administrative sanctions on small business owners who violated laws lightly without intent or gross negligence, as well as a plan to reform local tax reductions to support stabilization of living costs such as agricultural and fishery product prices and public utility charges. A legislative amendment to resolve blind spots in the public interest direct payment system to support income stability in rural fishing villages was also promulgated. Additionally, the first comprehensive plan for basic academic achievement assurance was reported for the first time since the Basic Academic Achievement Assurance Act was enacted. President Yoon stated, "Basic academic skills are essential for our children to live as free citizens," and added, "We will allow all schools that wish to participate in the academic achievement assessment, which was abolished by the previous government."
