Seoul City Launches Pilot Project for 'Customized Fire Safety Network for Mobility-Restricted Facilities' at 6 Locations
Wireless Fire Detectors, Motion Sensors, and Wireless Emergency Bells Enable Accurate Fire Occurrence and Non-Evacuated Person Location Identification

[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government is launching a pilot project for a customized fire safety network for vulnerable mobility groups by utilizing Internet of Things (IoT) and intelligent surveillance camera (CCTV) convergence technology to improve fire detection and response methods in facilities housing disabled persons with mobility difficulties, elderly, and children.
On the 6th, Seoul announced that by the end of December this year, it will install 1,300 fire safety IoT detectors (sensors) in a total of six facilities: two elderly facilities (Jongno Comprehensive Social Welfare Center in Jongno-gu, Jung-gu Public Jung-gu Elderly Care Center), two child facilities (Oryu Village in Guro-gu, Yeondu Dream Center in Eunpyeong-gu), and two disabled facilities (Seungga-won Happy Village in Seongbuk-gu, Saebit Baul House in Seocho-gu).
The customized fire safety service for vulnerable mobility groups is a wireless communication type fire detection sensor that complements the shortcomings of existing wired fire equipment, providing a real-time automatic fire alert service that can accurately identify the fire occurrence location and the location of non-evacuated persons down to the floor and room number. Previously, the installed wired fire detectors could not identify the fire ignition point or the location of non-evacuated persons, and even in fire-prone areas, they could not detect fires without electrical and communication cables. To address these issues, wireless fire detectors, motion detectors, wireless emergency bells, and integrated wireless communication fire detection sensors will be installed.
When a fire occurs in the facility, the ignition point detected by the wireless fire detector, the location information of non-evacuated persons detected by the motion detector, and the SOS information from the wireless emergency bell pressed by the non-evacuated persons are transmitted through a hybrid wired/wireless private network and fire safety management platform to the 119 multi-media reporting system of the National Fire Agency. The Seoul Comprehensive Disaster Prevention Center’s integrated control room then commands the facility’s jurisdictional fire station to dispatch to the fire scene and oversees overall command.
Additionally, to assist emergency rescue agencies in commanding and responding to fire scenes, surveillance camera (CCTV) footage around the facility is broadcast in real-time, and the district CCTV control centers continuously monitor and relay the situation. Strong security measures against hacking are applied to IoT sensors, and to verify the performance of fire detection sensors, a 119 interlock test is conducted by the Seoul Comprehensive Disaster Prevention Center and the facility’s jurisdictional fire station.
Seoul plans to expand the project step-by-step from 2024 to cover 844 facilities for vulnerable mobility groups located in Seoul (564 elderly facilities, 32 child facilities, and 248 disabled facilities) by supplementing shortcomings identified through performance analysis.
