Korea-US IRA Electric Vehicle Tax Credit Practical Consultation to Be Held Tonight
[Asia Economy Sejong=Reporter Dongwoo Lee] The Ministry of Trade, Industry and Energy announced that on the 16th at 9 PM, it plans to hold a virtual working-level meeting with the United States regarding the electric vehicle tax credit under the Inflation Reduction Act (IRA).
On the Korean side, officials from related ministries including Yoon Chang-hyun, Director General of Trade Policy at the Ministry of Trade, Industry and Energy, the Ministry of Trade, Industry and Energy, the Ministry of Economy and Finance, and the Ministry of Foreign Affairs will attend. On the U.S. side, representatives from the U.S. Trade Representative (USTR), the White House (NSC, NEC), the Department of Commerce, the Department of the Treasury, the Department of State, and the Department of Energy will participate.
The IRA, passed in the U.S. last month, includes provisions for a tax credit of $7,500 (approximately 10 million KRW) for domestically produced electric vehicles. However, vehicles produced in trading partners such as Korea and the European Union (EU) were excluded from the benefits, sparking controversy over discrimination.
In response, the Korean government agreed on the 8th to establish a separate consultative body to resolve the issue of discrimination against Korean-made electric vehicles in the subsidy payments.
However, although both sides have established a dialogue channel, considering that legal amendments are necessary, it is expected that effective measures will not be easily implemented in the short term. While it is meaningful that the two countries have created a separate dialogue channel regarding the electric vehicle issue, the barriers to amending the Inflation Reduction Act itself, which explicitly specifies the subsidy payment details, are high.
Prior to the working-level meeting, the Ministry of Trade, Industry and Energy held the 2nd public-private joint task force (TF) on the U.S. electric vehicle tax credit, chaired by Deputy Minister for Trade Jeong Dae-jin, on the morning of the same day. Hyundai Motor Company, Samsung SDI, LG Energy Solution, SK On, the Korea Automobile Manufacturers Association, the Korea Battery Industry Association, and related ministries attended the meeting.
