IPEF 14 Countries Officially Begin Negotiations, Positive Signal for US-Korea Alliance
[Asia Economy Reporter Yoo In-ho] The economic security cooperation within the Korea-US alliance, which had been faltering, is gaining momentum again.
This is because the Korean and US governments have started to accelerate negotiations on issues such as discrimination in the Inflation Reduction Act and the Indo-Pacific Economic Framework (IPEF).
There have been concerns that the Korea-US alliance might be fractured due to the Inflation Reduction Act (IRA), which provides tax credits and other benefits for North American electric vehicles while excluding Korean-made vehicles from electric vehicle subsidy support.
In addition, criticism arose that the economic security cooperation within the Korea-US alliance was ineffective as the official IPEF negotiations were also sluggish.
However, recently, the Korean government has begun persuading the US administration and Congress comprehensively through the National Assembly, Ministry of Foreign Affairs, and economic departments, leading to positive signals.
Recently, the governments of Korea and the US agreed to establish a separate consultation channel to resolve the discrimination issue against Korean-made electric vehicles excluded from subsidy eligibility under the US Inflation Reduction Act.
An Deok-geun, Director-General for Trade Negotiations, and Katherine Tai, US Trade Representative (USTR), met in Washington DC on the 7th (local time) and reached this agreement.
This consultative body, expected to be led by the trade representatives of both countries, is a separate channel focused on discussing electric vehicle issues intensively.
In particular, it is anticipated to be an inter-ministerial consultative body involving other departments related to electric vehicle issues beyond the trade sector in both governments.
The US decision to establish a separate consultation channel in addition to existing government communication channels is evaluated as a sign of the US government's interest in this matter.
It is interpreted as a consideration of the critical Korean public opinion, which includes remarks such as "Korea is being marginalized by the US" and discussions about the necessity of filing a complaint with the World Trade Organization (WTO), which could also affect the Korea-US alliance relationship.
Accordingly, the Inflation Reduction Act issue is expected to be discussed during the meeting between US Vice President Kamala Harris and President Yoon Suk-yeol, who will visit Korea on the 29th.
With the meeting between President Yoon and Vice President Harris, discussions on the Inflation Reduction Act (IRA), which provides benefits such as tax credits for North American electric vehicles while excluding Korean-made vehicles from electric vehicle subsidy support, are also expected.
Furthermore, the official commencement of negotiations among the 14 participating countries, including Korea and the US, on the US-led new economic trade platform, the Indo-Pacific Economic Framework (IPEF), is also regarded as a positive signal for the Korea-US alliance.
At the IPEF ministerial meeting held on the 8th and 9th (local time) in Los Angeles, USA, the participating countries agreed to adopt a ministerial declaration on four agendas: trade, supply chains, clean economy, and fair economy, and declared the official start of negotiations.
