Choi Jeong-sam, CEO of Latek, who supplied the emergency generator control system during the construction of the UAE nuclear power plant, said this at the 'Egypt El-Dabaa Nuclear Power Plant Project Equipment Supply Briefing' organized by Korea Hydro & Nuclear Power (KHNP) on the 6th. The industry is increasingly hopeful about the supply of large-scale orders as this is the government's overseas nuclear power project secured after 13 years.
KHNP held a two-day briefing session in Gyeongju starting that day to expand domestic equipment suppliers for the Egypt El-Dabaa nuclear power plant project. The briefing conveyed the current status of the nuclear power project, introduced specific preparations required for domestic equipment suppliers to participate in the project, such as purchase contract schedules and qualified supplier registration. About 80 people from 40 companies interested in the project attended, filling the venue.
This order is a large-scale project to build four 1,200 MW-class nuclear reactors in the El-Dabaa coastal city of Egypt. The total project cost is $30 billion, and the project owner is the Egyptian Nuclear Authority. In 2017, JSC ASE, a subsidiary of the Russian state-owned nuclear company Rosatom, won the contract. KHNP was selected as the sole negotiator for the second phase of the El-Dabaa nuclear power plant construction project, including turbine building and equipment supply, at the end of last year and recently secured the final contract.
KHNP estimates that this order will bring an economic effect of $2.5 billion (approximately 3 trillion KRW). It is seen as a much-needed relief for the domestic nuclear ecosystem drought caused by the nuclear phase-out policy. Im Seung-yeol, head of KHNP's Nuclear Export Division, emphasized, "The El-Dabaa nuclear power plant is a project that can fill the gap until the order of Shin-Hanul Units 3 and 4, with an effect equivalent to exporting 100,000 Sonata cars and 3 million Galaxy smartphones." KHNP will supply equipment in fields such as machinery, electricity, piping, and instrumentation, excluding the turbine generator in this construction.

View original imageAlong with the turbine building, 82 auxiliary buildings will also be constructed, and about 60 packages will be ordered, with domestic competitive companies expected to win about half of the scale. KHNP plans to provide opportunities for companies that need bid preparation or lack capabilities to learn the entire process and prepare for orders based on their suggestions. Additionally, the government plans to continuously communicate to promote mutual growth with domestic equipment suppliers, starting with the export of the Egypt El-Dabaa nuclear power plant project.
In particular, this export is expected to serve as a foothold for future European nuclear power plant orders in countries such as the Czech Republic and Poland, providing an opportunity to showcase our technological capabilities to the world once again. KHNP plans to submit a bid for the 8 trillion KRW-scale Czech Dukovany new nuclear power plant project in November this year and is preparing for the main bid next year for the Polish Lubiatowo-Kopalino nuclear power plant project, worth 40 trillion KRW.
Of course, there were twists and turns in securing the El-Dabaa nuclear power plant order. Efforts were needed to verify our capabilities and to understand Russia. The prolonged Russia-Ukraine war following COVID-19 was also an unpredictable factor in the final contract. Im, head of the Nuclear Export Division, said, "There were many difficulties because the technologies, working methods, and knowledge we had were different when proposing the project to Russia," adding, "I even used Tolstoy's books during negotiations."
Fortunately, the government's strong commitment to nuclear power plant exports and comprehensive support for contract conclusion played a significant role in the final contract success. The government expects about 100 related domestic companies to benefit from this export. KHNP will actively participate in construction from next year and plans to complete it by 2029.
