Mandatory 'Open Format' for Administrative Document Production... Expanded to All Central Ministries
Realizing Big Data Transformation of Administrative Documents
[Asia Economy Reporter Lim Cheol-young] On the 29th, the Ministry of the Interior and Safety announced that it will expand measures to enhance the utilization of data from administrative documents produced by the government to all central government ministries.
First, documents will be produced in open formats, enabling the search and extraction of internal data through various software. Until now, many administrative documents have been in non-open formats, making it difficult to verify the internal structure of the documents and limiting data extraction.
Additionally, when producing documents, the document summary and key search terms (keywords), which correspond to metadata, will be required to be entered. Administrative documents with metadata input have higher machine readability, making it easier to extract and utilize internal data. Public officials can more easily search for necessary documents in the document registry through the document summary and key search terms (keywords).
In the future, the possibility of the government and the public utilizing the accumulated data within documents in various fields is expected to increase. The public will be able to freely extract data from administrative documents produced by central ministries and use it in necessary fields. If the government also freely extracts and utilizes internal data from administrative documents, it can realize data-driven scientific decision-making.
The Ministry of the Interior and Safety plans to strengthen promotion efforts, such as holding a document innovation best practice contest at the end of the year to enhance data utilization of administrative documents. For mid- to long-term development, it will prepare a mid- to long-term strategy for administrative document innovation, continuously establishing and promoting development plans for administrative documents in the digital age, including digital transformation of administrative documents according to work types, restructuring of work management systems, and revision of related laws and regulations.
