This Year's 2nd Supplementary Budget Proposal of 367.9 Billion KRW... Largest Ever
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Ulsan City has prepared the second supplementary budget for this year at a record high total of 367.9 billion KRW.
The supplementary budget, the first prepared during the 8th term of the elected mayor, focuses on ▲promoting campaign pledges ▲supporting businesses ▲strengthening disaster safety ▲expanding cultural and tourism infrastructure ▲supporting industrial innovation and intelligent (smart) administration ▲social welfare and livelihood support.
By account, the general account is 350.6 billion KRW and the special account is 17.3 billion KRW.
Accordingly, the city's total budget has increased by 8% from the 2022 original budget to 4.9444 trillion KRW, bringing the total budget size close to 5 trillion KRW.
The main funding sources are 178.4 billion KRW in local allocation tax and 122.3 billion KRW in national subsidies, among others.
The status of major projects by sector is as follows:
▲Bold promotion of campaign pledges for the 8th term... 3.2 billion KRW
Includes 200 million KRW for the basic plan establishment service for development-restricted area development, 300 million KRW for the basic plan research service for the construction of a medical complex town, 150 million KRW for the basic plan establishment service for the construction of a new city in southern Ulsan (centered on the station area), 50 million KRW for the conceptual study service for the construction of the 2nd agricultural and marine products wholesale market, 150 million KRW for the preliminary feasibility and basic concept service for creating a world-class performance hall, 50 million KRW for the basic plan establishment service for the installation and operation of a K-pop academy, 300 million KRW for the structural safety review service for the expansion of Munsu Football Stadium, 550 million KRW for the installation of a public outdoor ice rink, and 1.5 billion KRW for the comprehensive plan establishment service to secure clean water.
▲Corporate support through expanded SOC investment... 40.4 billion KRW
Includes 10 billion KRW for the development of Ulsan High Tech Valley general industrial complex, 1.2 billion KRW for the construction of Ulsan Industrial Complex cultural center, 2.5 billion KRW for the establishment of the integrated operation center for Ulsan Mipo intelligent green industrial complex, 3.4 billion KRW for the Okdong-Nongso 1 road construction, 3.5 billion KRW for the Deokjeong intersection to Onsan road expansion, 1.8 billion KRW for the Deokha market to petrochemical complex road construction, and 4.1 billion KRW for the Shin-hyeon intersection to old Gangdong Middle School road expansion, supporting job creation by creating a business-friendly environment.
▲Strengthening disaster and accident safety nets... 4.4 billion KRW
Includes 500 million KRW for the removal of flammable materials in mountain-adjacent areas, 600 million KRW for installing forest fire surveillance cameras in urban and national industrial complex areas, 1 billion KRW for safety inspections and maintenance plan establishment for small public facilities, 1 billion KRW for the maintenance project of the Hoeya River local stream, 4.7 billion KRW for unmanned traffic enforcement equipment and signal installation, and 2.4 billion KRW for seismic reinforcement work on the old Taehwa Bridge, all aimed at disaster prevention and citizen safety.
▲Building cultural and tourism living infrastructure... 22.8 billion KRW
Includes 3.7 billion KRW for promoting the creation of an intelligent (smart) tourism city, 1 billion KRW for the establishment and operation of the Ulsan Tourism Enterprise Support Center, 1 billion KRW for producing immersive content and creating experiential spaces at Ulsan Museum, 1.7 billion KRW for the construction of Gangdong Coastal Park, 1.1 billion KRW for urban small park revitalization projects, and 6.9 billion KRW for relocating and rebuilding the Jungbu Library, supporting the expansion of cultural spaces and tourism resource development.
▲Supporting industrial innovation and smart administration... 41.3 billion KRW
Includes 7 billion KRW for local government-university cooperation-based regional innovation projects, 4 billion KRW for creating a hydrogen pilot city, 3.1 billion KRW for the Ulsan Genome Service Industry Regulatory Free Zone project, 2.8 billion KRW for establishing a high-functionality convergent chemical materials support center, 1.5 billion KRW for developing 5G-based intelligent (smart) communication online platforms and convergence services for shipbuilding and marine industries, 2 billion KRW for drone-utilized intelligent city (smart city) creation projects, and 800 million KRW for introducing intelligent (smart) administrative shared offices, continuously investing in Ulsan's future growth industries.
▲Social welfare and livelihood support... 168.6 billion KRW
Includes 56.2 billion KRW for COVID-19 living support payments, 34.2 billion KRW for COVID-19 isolation hospitalization treatment costs, 800 million KRW for fishing vessel fuel costs and disaster compensation insurance support, 7.6 billion KRW for issuing Ulsan Love Gift Certificates (Ulsan Pay), 4.9 billion KRW for distributing 700 electric vehicles and 200 hydrogen electric vehicles, 900 million KRW for expanding disabled call taxis, 2.6 billion KRW for youth happy rental housing with hope shopping districts, and 400 million KRW for supporting school meal cost increases (200 KRW per unit), strengthening welfare for vulnerable groups and expanding livelihood support.
Mayor Kim Doo-gyeom said, “We have promptly promoted the major campaign pledges of the 8th term, which are promises to citizens, and focused the budget on projects for job creation and regional economic recovery,” adding, “To maximize the effect of supplementary budget spending, we plan to execute the budget quickly before Chuseok.”

This supplementary budget proposal will be submitted to the 233rd Ulsan City Council extraordinary session (August 26 to September 2) for review and is expected to be finalized on September 2.
