This follows the 2018 inter-Korean and US-North Korea summits and the exercises postponed or canceled due to COVID-19.
The purpose of the Eulji Exercise is to build consensus among all staff regarding the exercise, which has been scaled down since 2019, to understand and master the procedures for transitioning from peacetime to wartime, and to implement practical integrated measures considering realistic security situations.
The exercise will be conducted from the declaration of a national emergency to the outbreak of war.
On Day 1 (22nd), after declaring the three types of Eulji crises, the governor will preside over a wartime emergency countermeasure executive meeting, and wartime transition procedures such as the opening of the joint military-police situation room and the wartime comprehensive situation room will be carried out.
On Days 2 to 4 (23rd to 25th), realistic security issues such as nuclear power plant exposure, drone missile attacks, and biological attacks will be discussed in depth to derive policy tasks or plan area supplementation needs.
Additionally, city and county governments will conduct integrated civil-military-police training simulating situations that may occur before and after the outbreak of war, such as small-scale enemy terrorism, rumor spreading, rationing implementation, and civil defense evacuation drills.
Gyeongbuk Province conducted education on the overall Eulji Exercise, including exercise procedures, in small units led by the responsible departments to carry out the exercise efficiently and effectively.
Since this is the first exercise in five years, a civilian evaluation team composed of retired generals and others has been organized and operated to smoothly perform the duties of the wartime comprehensive situation room.
To raise awareness among local residents and private institutions, tours of Chungmu facilities, excluding security zones, were promoted to realize an exercise situation involving the public.
