The Democratic Party of Korea argued, "Regarding the establishment of the Police Bureau, 140,000 police officers and 70% of the public oppose it," insisting, "He must be appointed as a witness." On the other hand, the People Power Party opposed, stating, "It is truly difficult to agree with the claim that the personnel hearing can only be held if a specific person who has openly opposed the establishment of the Police Bureau is appointed as a witness."
The ruling and opposition parties agreed not to appoint Superintendent General Ryu as a witness for the personnel hearing as the ruling party wished. Instead, they agreed to appoint him as a witness for the National Police Agency's first work report.

Regarding Superintendent General Ryu's attendance as a witness in the National Assembly, Kim Gyo-heung, the Democratic Party's secretary for the Public Administration and Security Committee, explained, "It was concluded to hold the Ministry of the Interior and Safety's first work report on the 16th." Kim said, "Since the ruling party opposed, a compromise was proposed," adding, "Since the Minister of the Interior and Safety will also attend the work report, comprehensive questioning will be possible, so we decided on that."
