Delivery Industry, a Lawless Zone, Receives First Government Certification... Woowa Brothers and Barogo

View original imageThe Ministry of Land, Infrastructure and Transport announced on the 27th that it has selected 'Woowa Brothers' and 'Barogo' as the first certified small parcel delivery agency service providers. Small parcel delivery agency services refer to businesses that either deliver goods directly using motorcycles or mediate such deliveries online.
Commonly referred to as the 'delivery industry,' the small parcel delivery agency service market has grown significantly since COVID-19, but it tended to emerge rapidly in a free business form. In many cases, safety management such as training for workers was somewhat insufficient, or the use of standard contracts was lacking, making the protection of workers' rights vulnerable.
Therefore, the purpose of this certification system is to promote the safety of workers and enhance consumer convenience by certifying companies that provide excellent services, thereby encouraging voluntary competition within the market and raising the overall service level.
Business certification was finally decided through a certification committee composed of the Ministry of Land, Infrastructure and Transport and private experts, after document and on-site inspections by the Korea Transport Institute, which acts as the screening agency, and experts in various fields.
The evaluation focused on the level of safety assurance such as safety education and accident prevention measures, the rate of insurance subscription, and the use of standard contracts to protect workers. It also assessed the level of consumer service, including personal information protection and delivery quality management, as well as operational stability and sustainability.
As a result, Woowa Brothers received the first certification as an integrated platform (a form that integrates information network operation and direct delivery service), and Barogo received the first certification as a separated platform (a form that mediates delivery by regional agencies through an information network).
Woowa Brothers operates the delivery infrastructure of the 'Baedal Minjok' app and the Baemin B Mart urban and metropolitan logistics centers. It was highly evaluated for its efforts to protect workers and ensure traffic safety, such as introducing the industry's first hourly insurance and operating the industry's only offline safety education institution, the 'Baemin Delivery Service Training Center.'
Barogo is a company providing small parcel delivery brokerage services through a nationwide network. It attracted attention for continuously pursuing its vision as a comprehensive logistics platform company by building an eco-friendly motorcycle infrastructure and a hyper-connected data platform.
The Ministry of Land, Infrastructure and Transport plans to continue accepting certification applications at all times and expand certification to companies providing excellent services. Application methods can be found on the Ministry of Land, Infrastructure and Transport website.
