MoEF Supports Indonesia's ICT Budget Planning... Forms Advisory Group to Share Korean Know-how
[Asia Economy Sejong=Reporter Kim Hyewon] The Ministry of Economy and Finance announced on the 26th that through the Asia-Pacific Economic and Financial Cooperation Policy Advisory Project (PEMNA), it will transfer ICT budget formulation and project management methods to the Ministry of Finance of Indonesia.
This policy advisory is the first project of PEMNA, for which South Korea serves as the chair country. The Ministry of Economy and Finance explained that it is meaningful in providing customized advice that meets the policy needs of individual member countries, moving away from the multilateral meeting operation method that shares fiscal experiences of each country.
The Ministry of Finance of Indonesia, which faces difficulties in providing public services due to many islands within the country, requested knowledge sharing from the Korean government last year regarding ICT budget formulation methods, project management, and operation of related informatization systems to develop information and communication technology and establish a systematic system.
Accordingly, the Ministry of Economy and Finance has been operating an advisory group since October last year in consultation with the World Bank, Korea Institute of Public Finance, and Korea Intelligent Information Society Agency.
Referring to the Korean case, the advisory group proposed introducing an ICT project classification system through project code assignment and preparing ICT budget formulation guidelines that include common standards for informatization budget formulation. They also conveyed the necessity of a budget formulation management system to enhance rationality, such as operating an ICT specialized institution to review technical matters in advance and referring to the review results of the specialized institution in budget formulation. To efficiently manage ICT projects scattered across various ministries, they also advised building a financial management information system based on Korea’s dBrain system.
Rofiyanto Kurniawan, Head of Budget Planning Division at the Ministry of Finance of Indonesia, said, "The advisory results will be used to optimize Indonesia government's ICT budget allocation and project operation."

Baek Ji-cheol, Joint Chair of PEMNA and Director of Fiscal Performance Review at the Ministry of Economy and Finance, said, "Starting with this policy advisory project, we plan to expand the sharing of our fiscal management experience in a way that helps improve the fiscal systems of member countries," adding, "We will have an opportunity to share the policy efforts of each country at the PEMNA 10th anniversary annual meeting to be held in Seoul this September."
