President Yoon attended the 11th Information Security Day ceremony held at the Pangyo Information Security Cluster in Gyeonggi-do in the afternoon and said, "In response to the global increase in cyber threats, we must strengthen a cybersecurity response system where the private and public sectors cooperate closely."
The 'Pangyo Information Security Cluster' is a symbolic place equipped with infrastructure such as a practical cyber training ground, cyber education center, a space for nurturing information security startups, and an Internet of Things testbed, supporting collaboration and growth of information security startup companies and personnel. In line with this, President Yoon stated, "We will strengthen cyber warfare capabilities by establishing a Cyber Talpiot program that links military specialized service with employment and entrepreneurship after discharge, and a Cyber Reserve Force to consolidate public-private capabilities in national emergencies." 'Talpiot' is Israel's elite science and technology officer program.
As a solution to the shortage of cyber talent, he proposed expanding cyber major programs in universities and graduate schools. Through this, the plan is to cultivate 100,000 elite developers and white-hat hackers and foster cybersecurity technology as a strategic industry. Additionally, President Yoon announced that he will actively pursue rapid accession to the 'European Cybercrime Convention,' also known as the Budapest Convention, to combat cybercrime and establish international cooperation for cyber norms.

Meanwhile, at the ceremony, President Yoon awarded honors to individuals who have made significant contributions to the development of information security in the Republic of Korea. Professor Lee Ki-hyuk of Chung-Ang University, who contributed to the introduction of mobile identity verification, received the Order of Green Stripes; Ahn Soon-hong, CEO of Hanwha Techwin, who contributed to the development of the video security industry, received the Industrial Service Medal; Lim Gil-hwan, Director of the Information Security Office, who established the cyber defense system for national critical facilities, received the National Service Medal; and Kim Jin-man, team leader at the Korea Internet & Security Agency, who contributed to enhancing national information security competitiveness, received the Presidential Citation.
