Kwon Seong-dong: "Many 'Albakgi Personnel' Hold On Until End of Term... The Person Responsible Is Moon"
[Asia Economy Reporter Hwang Seoyul] Kwon Seong-dong, floor leader of the People Power Party, criticized former President Moon Jae-in for appointing key public institution officials at the end of his administration, calling it a "blocking personnel appointment."
On the 2nd, Kwon Seong-dong stated on his Facebook that a significant number of the 59 key public institution officials appointed as "blocking personnel" at the end of the Moon Jae-in administration are still holding their positions, pointing out that "the ultimate person responsible is former President Moon Jae-in."
Kwon said, "Instead of allowing the succeeding president to work, what was the intention behind these large-scale parachute appointments to block the new administration?" He added, "Was it a tantrum against the new government, or was it an excessive insurance appointment out of fear of post-retirement?"
He continued, "In 2017, right after the Moon Jae-in administration took office, they received mass resignations from heads of national research institutes appointed during the Park Geun-hye administration before their terms expired. Yet, Moon himself made blocking appointments at the end of his term. President Moon Jae-in will never be a forgotten president. Rather, he will be remembered as a leader to learn from as a negative example," he criticized.
Kwon revealed, "The blocking appointments at the end of the Moon Jae-in administration include 13 heads of institutions and a total of 59 people including (non-)standing directors and auditors. Despite the regime change, many of them are still holding on."
He specifically cited Hong Jang-pyo, former Blue House economic chief and current KDI director, and Jeong Hae-gu, chairman of the Economic and Social Research Council. He claimed that Hong is "the main culprit of economic failure who designed and led the income-led growth policy," and argued, "If it fails, it is the duty of a public official to step down regardless of the term."

Regarding Chairman Jeong, he said he was a key figure who led the "eradication of deep-rooted evils," yet "he is still blocking appointments even though the forces he called deep-rooted evils have come to power." He added, "Ultimately, the 'eradication of deep-rooted evils' was a mere slogan for political patronage," criticizing him.
