Ministry of the Interior and Safety to Transfer Resident Registration System and Procedures to Vietnam
Sharing Experiences of Resident Registration in Korea and Supporting Visits to Related Organizations
[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety announced on the 27th that on the 28th, it will share and transfer South Korea's resident registration system and operational experience to 19 high-ranking officials from the Vietnam Ministry of Public Security.
A delegation of 19 members, including To Van Hue, Director of the Vietnam Social Order Administrative Police Department, 16 officials from the Ministry of Public Security, and 3 related business representatives, will visit relevant institutions from the 27th to the 1st of next month. The Ministry of the Interior and Safety plans to share South Korea's accumulated resident registration experience, including ▲resident registration system and system operation ▲cases of public service provision and utilization based on resident registration information ▲security features of resident registration cards ▲personal information protection related to resident registration information and alternatives.
Currently, Vietnam is striving to improve its administrative service system and develop online public services during the 2022-2025 period, including building a population database, introducing electronic ID cards, and electronic certificates. To this end, the Vietnam Ministry of Public Security launched a national digital population database construction research project in January and requested a visit to the Ministry of the Interior and Safety due to high interest in the excellent Korean-style resident registration system and its operation.
Meanwhile, reflecting the Vietnam Ministry of Public Security delegation's interest in resident registration work, the Ministry of the Interior and Safety will also support visits to six related institutions. During their visit to Korea, the Vietnamese delegation will directly tour civil service sites such as metropolitan local government (Daejeon Metropolitan City Hall), local government (Jung-gu Office, Daejeon), and eup/myeon/dong community service centers (Daesa-dong Administrative Welfare Center, Geumsan-eup Administrative Welfare Center), as well as resident registration system operation sites such as the National Information Resources Service and the Korea Local Information Research & Development Institute.

Choi Byung-kwan, Director of Local Administration Policy, said, “It is very meaningful to be able to share accumulated experiences and information on resident registration between Vietnam and South Korea,” adding, “I hope this visit will be of practical help in building Vietnam’s national digital population-based information, and as this year marks the 30th anniversary of diplomatic relations between Korea and Vietnam, I hope exchanges and cooperation between the two countries will be further activated.”
