Suncheon City Resolves 21 Cases of Seized Real Estate Complaints from 50 Years Ago... Active Administration Draws Attention

This was a complaint where real estate was seized under the name of Suncheon City, but the seizure authority was not exercised, making it impossible to verify the seizure information.
The owners of the real estate registered as seized under Suncheon City's name about 50 years ago visited the city hall several times to exercise their legitimate property rights and sought the basis for the seizure in various departments, but they could not find the grounds for the seizure of the real estate simply registered as seized under ‘Suncheon City,’ leaving no solution.
In response to continuous requests for seizure cancellation due to long-term neglect of the seized real estate causing financial losses to several complainants, Suncheon City sought a solution by utilizing proactive administration and expertise to realize responsible administration and guarantee citizens' property rights.
The city guided the complainants to apply for ‘confirmation of the department in charge of the seizure case’ through an information disclosure request, confirmed the non-existence of seizure information through the information disclosure complaint, and resolved 5 cases first by requesting the court to cancel the seizure registration.
Subsequently, judging that there might be more similar cases due to the similar location of the land where complaints occurred, the city reviewed the registry copies of about 3,000 farmland parcels in Daedae-dong and Gyoryang-dong areas where complaints arose and additionally discovered 16 cases of real estate seized under the name of ‘Suncheon City’ around the same period.

Accordingly, the city informed the landowners of the facts, conducted interviews with the real estate owners, and after receiving seizure cancellation applications, canceled the seizure registrations of 16 real estate cases ex officio at the end of May.
The city set a precedent by assisting citizens in exercising their legitimate property rights through ex officio investigation and cancellation of seizure registrations on seized real estate for which the rightful authority had not been exercised for decades from the complainants’ perspective.
The real estate owners and heirs also expressed gratitude and appreciation, saying they were unaware of the seizure about 50 years ago and were thankful that the city investigated ex officio and canceled the seizure.
A representative from the Suncheon City Collection Division said, “The cancellation of seizure on seized real estate for which the city did not exercise authority for a long time after seizure is a result achieved through proactive administration demonstrating expertise,” and added, “We will continue to actively alleviate citizens’ inconveniences from the citizens’ perspective.”
