Institutionalization of the Obligation to Disclose Legislative Activity Information
[Asia Economy Reporter Lim Cheol-young] On the 12th, the Ministry of the Interior and Safety announced that it has established guidelines for the disclosure of local council legislative activities information that can be commonly used by all local councils to enhance transparency and guarantee residents' right to know.
Until now, local councils have autonomously disclosed local council information based on individual laws, but the disclosure items and content varied by local council, making it difficult for residents to easily understand and compare.
Accordingly, the Ministry institutionalized the obligation to disclose legislative activities information through a full revision of the Local Autonomy Act. Subsequently, the guidelines were prepared through a comprehensive survey on the disclosure status of local council legislative activities, policy research, a forum on local legislative activities information disclosure, and gathering opinions from local councils.
The guidelines for disclosing local council legislative activities information include disclosure items related to local councils, detailed contents for each item, and disclosure methods. The disclosure items are composed of a total of 23 items across three areas: council operation, council member activities, and council affairs. To help local council officials easily understand, the guidelines specifically present the legal basis for each item, disclosure methods, disclosure frequency, and detailed disclosure items.
The Ministry of the Interior and Safety plans to actively support the establishment of a foundation for legislative activities information disclosure by selecting outstanding local councils for information disclosure and discovering best practices in the future.
