According to the county on the 8th, the opening ceremony was held at the outdoor special stage in the County Citizens' Plaza, located around the Haenam-gun government building and the County Citizens' Plaza, with about 1,000 residents and various stakeholders in attendance.
The new government building has a total floor area of 18,601㎡, with the county office building consisting of 7 floors and the county council building consisting of 5 floors. Construction began in 2019 and was completed in August last year.
This opening ceremony was organized to celebrate the completion of the new county office building, which will serve as the cornerstone for the new Haenam 100 years, following the relocation to the new building and the completion of the County Citizens' Plaza project last month, as well as the lifting of COVID-19 social distancing measures.
Since 2004, the county has been accumulating funds for the construction of the government building, raising a total of about 65.1 billion won. The project was completed within the fund, resulting in a "debt-free government building."
The county office building features a mother and child rest area and a comprehensive civil service office on the first floor; the second floor includes a history hall, a book cafe, and a large conference room. The first and second floors are designed as communication spaces for residents, emphasizing an open government building for the era of resident autonomy with residents' convenience as the top priority.
The third floor houses a staff lounge and outdoor rest area; floors 4 to 6 are designated as staff workspaces; and the seventh floor includes a CCTV control center, disaster situation room, and an in-house cafeteria. Parking facilities accommodating over 130 vehicles are available both above and below ground.
The county council building includes a resident communication room and council lobby on the first floor; the finance department office on the second floor; and the main council chamber, standing committee rooms, and individual council members' offices on floors 3 to 5.
Along with the opening ceremony, the newly created Haenam County Citizens' Plaza was fully opened to the public.
After constructing the new government building, Haenam-gun began demolishing the old government building in November last year and started the County Citizens' Plaza project, which was completed at the end of May. The newly created plaza was improved into a resident-friendly space by planting windbreak forests with trees such as Machilus thunbergii to protect the Susong pine, expanding rest facilities, and installing stone flooring.
In particular, the Haenam-eupseong fortress wall at the main gate of the new government building was restored to create Haenamru, and stairs connecting the County Citizens' Plaza and the new government building were installed, emphasizing the historical significance of Haenam County Office while embodying the meaning of an open government building.
County Governor Myeong Hyun-gwan said, "The opening of the new government building, the fruition of the long-standing wishes of the residents, will be an opportunity to announce the start of a new Haenam 100 years," and added, "I thank everyone who contributed to the construction of the Haenam County government building, and I will repay the residents with the best administrative services."
