Incheon Yeonsu-gu Promotes Establishment of Address Information Collection System Using Smartphone RTK
Pilot Implementation of Songdo 2 and 4 Districts, Incheon’s First
Advanced Address System to be Applied On-site This Year
[Asia Economy Reporter Park Hyesook] Yeonsu-gu, Incheon, will pilot the 'Smartphone RTK (Real-Time Kinematic) Technology-Based Precision Location Address Information Collection System Implementation Project' starting next month in Songdo International City Blocks 2 and 4, the first of its kind in Incheon.
The district has developed technology that can secure precise location using only a smartphone, utilizing it for demand surveys, and plans to enhance the speed and efficiency of address information registration and facility management to realize the advancement of the address system in the future.
Accordingly, in the region, it will be possible to establish various address information linked to living information by utilizing resident convenience infrastructure such as large parks like Central Park, including walking trails and roads within parks.
So far in Korea, address-based businesses such as autonomous vehicles and drone delivery services have rapidly grown, but related address data have been limited to providing macro-level addresses like land and buildings, creating a need for an accurate address data production system.
In particular, Yeonsu-gu, where old and new towns coexist and landfill and urban development are ongoing, urgently needs to build an accurate address system linked to living information through continuous address information construction.
Accordingly, the district applied for the '2022 Address-Based Commercial Creation Pilot Project,' and the Ministry of the Interior and Safety finally selected seven local governments, including Yeonsu-gu's 'Smartphone RTK-Based Precision Location Collection System Implementation Project,' among 243 local governments nationwide.
This system implements a separate interface that can perform the process of transmitting raw GPS data to a server for calculation and then sending the corrected location information back to the user.
Especially through the smartphone RTK-based precision location collection system, it becomes possible to acquire fast and accurate location information within an error range of less than 1 meter without using precision surveying equipment.
The district plans to first apply the RTK smartphone function derived from these results throughout Yeonsu-gu and expand it as a project to activate nationwide address information services, including the introduction of a smart aerial information system.
By October, the district plans to develop a smartphone RTK service prototype, conduct a one-month field pilot application of address surveys, and promote new address information projects through technology application by the end of this year.

A Yeonsu-gu official stated, "We are promoting various public administrative services to realize a future smart city," adding, "Building a rapid address system linked to living information will greatly benefit not only residents' convenience but also the efficiency of administrative work."
