According to the Ministry of Economy and Finance on the day, Deputy Prime Minister Choo held a dinner meeting with senior officials at level 1 or higher within the ministry on the evening of the previous day, his first day in office, to review pressing issues such as inflation, supplementary budget status, and trends in the financial and foreign exchange markets. Although it was a dinner gathering, it was arranged as an emergency situation review meeting.
The ministry stated that Deputy Prime Minister Choo and the attendees "shared the recognition that our economy is currently in a very serious situation." Accordingly, Deputy Prime Minister Choo instructed to "comprehensively assess the economic situation and respond proactively if necessary," and ordered the establishment of the Emergency Economic Response TF.

The Emergency Economic Response TF will be led by First Vice Minister Bang Ki-seon as team leader, with participation from the Vice Minister (deputy team leader), Director General of Economic Policy Bureau, Director General of International Finance Bureau, Director General of Treasury Bureau, Director General of External Economic Bureau, Chief Budget Review Officer, and Chief Tax Review Officer. The first meeting will be held in the afternoon of the same day.
