Park Sun-ae, a member of the Political, Judicial, and Administrative Affairs Subcommittee, stated at a press conference in Tongui-dong, Seoul, on the afternoon of the 29th, "We will promote strengthening transparency in donations and subsidies of civic groups, including donation organizations, so that civic groups can be more active based on the trust of the people."
Donations have been disclosed as income and expenditure items so far, but going forward, detailed expenditure items by income and project will be registered and disclosed in the integrated donation management system to enhance public verification.
In addition, Park explained that when registering for donation solicitation, submitting a dedicated account will be mandatory, and issuing receipts for on-site and cash donations will also be mandatory to strengthen transparency in donation solicitation and usage.
The Transition Committee is currently imposing penalties for using donations for purposes other than those intended, and is also considering strengthening sanctions for violations of donation transparency measures after gathering opinions from civic groups.
The operation, execution, and inspection of subsidies supporting public interest activities will also be comprehensively improved.
Park emphasized, "We will enhance the transparency of the entire process of reviewing and executing subsidies by upgrading the Nonprofit Private Organization Management Information System (NPAS) currently in operation."

They will operate a provisional 'Public Interest Civic Group Accounting Advisory Team' to strengthen monitoring and consultation on accounting execution and processing by accounting audit experts. The Transition Committee plans to further strengthen management against fraudulent public finance claims by civic groups, such as accounting fraud and fund embezzlement. Park said, "The advisory team is planned to be operated by the Board of Audit and Inspection."
