The German Federal Intelligence Service (BND) reportedly intercepted radio communications between the Russian invading forces and their military command, which contained discussions among soldiers about killing civilians.
According to the German media outlet 'Der Spiegel' on the 7th (local time), the BND recently succeeded in intercepting radio transmissions of Russian military officers. The outlet reported, "The officers were discussing the massacre of civilians in the Bucha area," adding, "This may be related to specific corpse photos recently taken in Bucha."
Based on the intercepted materials obtained by the BND, Der Spiegel raised the possibility that the 'alleged killing of civilians in the Bucha region' by Russian troops might not be isolated misconduct by some soldiers but a planned 'operation.' The intercepted radio conversations revealed that Russian soldiers discussed the atrocities of killing civilians as if it were a routine task.
Matthieu von Rohr, a reporter for Der Spiegel, wrote on Twitter that day, "The investigation results found by the BND suggest that killing civilians may have been part of the Russian military's 'routine behavior,'" and argued, "It could be a strategy to spread fear among civilians and suppress resistance."
Earlier, on the 3rd, allegations first surfaced that Russian troops were massacring civilians. Iryna Venediktova, Ukraine's Prosecutor General, stated that more than 410 brutally killed civilian bodies were found in several small Ukrainian towns including Bucha, Hostomel, and Irpin.
Some bodies had their eyes covered and hands tied behind their backs, and a site near a church was discovered where nearly 300 bodies had been buried in a mass grave.
Ukrainian President Volodymyr Zelensky condemned the Russian troops for committing a 'massacre' during an interview with the US CBS network that day.

He emphasized, "(Russia) is trying to eliminate the entire nation and state of Ukraine," adding, "They are destroying and annihilating us because we are Ukrainian people who do not want to be ruled by the policies of the Russian Federation. This is happening in 21st-century Europe."
