Human Rights Commission Recommends Excluding Physical, Family Relations, and Academic Background from Teacher Personnel Records
[Asia Economy Reporter Seongpil Cho] The National Human Rights Commission announced on the 6th that it has recommended the Minister of Education to improve the excessive personal information collection practices concerning educational public officials.
In a press release on the same day, the Human Rights Commission explained, "Collecting, recording, and managing personal information beyond personnel management and educational purposes in the teacher personnel record card is judged to infringe on the personal information self-determination rights of educational public officials." Earlier, the "Citizens' Coalition for an Education Without Discrimination" filed a complaint with the Human Rights Commission, stating that "the Minister of Education infringed on the personal information self-determination rights by collecting, recording, and managing information with low job relevance such as academic background, physical condition, family relations, and military service information during the process of creating personnel record cards for all teachers appointed as educational public officials."

The Ministry of Education reportedly responded that it had accepted the Human Rights Commission's concerns regarding the physical condition section of the teacher personnel record card and had announced a legislative amendment to the "Regulations on Personnel Records and Personnel Affairs Processing for Educational Public Officials" to delete this section, but the improvement was delayed due to reviews by the Ministry of Government Legislation and others. However, it was also reported that the Ministry claimed that information on military service, academic background, and family relations among the items is collected according to relevant regulations for determining teachers' salary steps, promotion evaluations, and allowance payments.
