Incheon City Revises Apartment Management Regulations... Specifies Security Guard Duties
[Asia Economy Reporter Park Hyesook] Incheon City announced on the 29th that it has revised the standard management regulations for apartment complexes and other multi-family housing.
This revision is a follow-up measure to the amendment of the Ministry of Land, Infrastructure and Transport's "Enforcement Decree of the Multi-family Housing Management Act" in October last year, specifying detailed regulations to suit regional characteristics.
The revised standard management regulations include provisions such as the indirect election of executives (president and auditor) for multi-family housing with fewer than 500 households, expert advisory regulations to support decision-making of the residents' representative meetings, resident consent requirements when leasing daycare centers, and the precise scope of duties for security guards.
Additionally, the revision expanded the terms for dismissal of representatives by building and the dismissal terms of the election management committee to cover the entire term.
According to this revision, each multi-family housing complex must compulsorily revise its management regulations by October 18 of this year and report to the county governor or district mayor within 30 days from the revision date.

An official from Incheon City stated, "More than 80% of Incheon citizens live in multi-family housing," and added, "We expect this revision of the management regulations to help achieve transparent and efficient management of multi-family housing and resolve residents' complaints."
