Urgent Call for Early Establishment of Bundang Maintenance Plan
Integrated Reconstruction Movement Also in Ilsan West
[Asia Economy Reporter Kangwook Cho] As the new government shows signs of implementing policies to ease reconstruction regulations, residents of aging complexes directly affected by this are beginning to make various demands to the government to accelerate projects. Some are even showing signs of taking direct action. This is partly due to the perception that with the local elections in June approaching, it will be difficult for the political sphere to ignore residents' demands.
The Reconstruction Promotion Preparation Committee (Reconstruction Prep Committee) for each Jugong apartment complex in the Haan-dong area of Gwangmyeong held a meeting with Mayor Park Seung-won of Gwangmyeong on the 26th, requesting support to shorten reconstruction periods. This area comprises about 24,000 households, making it a 'mini new town' scale. They are demanding measures such as 'shortening the timing for support of detailed safety inspection costs' and 'raising the floor area ratio to 500%, equivalent to the Special Act for First New Towns.' The Reconstruction Prep Committee explained, "Since easing reconstruction regulations was a major pledge of President-elect Yoon Seok-yeol, we requested practical policy support from Gwangmyeong City to revitalize the projects." The committee also held a meeting with Kim Ki-nam, the People Power Party's Gwangmyeong mayoral candidate, on the 21st.
In Bundang, a representative first-generation new town area, a 'citizens' resolution rally' was also held. The Bundang Reconstruction Union, composed of reconstruction apartment complexes in Bundang, held a rally on the 26th urging the early establishment of an urban maintenance plan reflecting the designation of aging apartment complexes as maintenance planned zones. The union stated that Bundang is not designated as a redevelopment planned zone in Seongnam City's '2033 Urban Maintenance Basic Plan,' making reconstruction impossible, and demanded an urgent revision of the basic plan. The reconstruction movement in Bundang began last October when four complexes in the Seohyeon-dong pilot district?Hanyang, Woosung, Samsung Hanshin, and Hyundai apartments?jointly formed a reconstruction promotion preparation committee. Currently, about 30 complexes have joined.
In Ilsan, there is also a movement to promote integrated reconstruction. A homeowners' meeting was formed to discuss integrated reconstruction for Baeksong Village complexes 6, 7, 8, and 9 (a total of 2,139 households) in Baeksok-dong, Ilsandong-gu, Goyang City. All four complexes moved in in 1994 and are now 29 years old. Among residents of Baekma 1 and 2 complexes and Gangchon 1 and 2 complexes (a total of 2,906 households) in Madu-dong, opinions are also emerging to consider integrated reconstruction.
