Automatic Discount for Electric Vehicle Parking Fees Based on CCTV Verification of Actual Charging

[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 25th that it has developed an ‘Electric Vehicle Charging Parking Fee Automatic Discount System’ that uses closed-circuit television (CCTV) to verify whether electric vehicles are charging and grants fee discounts only to vehicles that are charging, in order to alleviate inconveniences faced by electric vehicle users.
Seoul plans to pilot the system in two public parking lots, Sejong-ro and Cheonwang Station, starting this April, monitor its effectiveness, and eventually expand it to all public parking lots throughout Seoul. Initially, the city will install three CCTVs at Sejong-ro parking lot and two at Cheonwang Station parking lot, totaling five cameras, and operate the automatic discount system in conjunction with the parking management system on a trial basis.
The ‘Electric Vehicle Charging Parking Fee Automatic Discount System’ determines the actual charging time by analyzing CCTV footage installed at electric vehicle charging facilities, then cross-references this charging confirmation information to automatically decide whether to apply a fee discount during payment. The Ministry of Environment and Seoul Facilities Corporation, which operates the public parking lots, share information such as charging start and end times, charging fees, and charging amounts to verify actual charging status.
Currently, fee discounts are applied by recognizing the vehicle number of electric vehicles through cameras installed at the entrance of public parking lots and confirming charging at the parking lot exit using an electric vehicle charging card. However, this method cannot verify whether the parking duration matches the charging time, making it difficult to determine actual charging status. Consequently, it has been challenging to prevent behaviors such as parking in an electric vehicle charging spot without charging or not moving the vehicle after charging is complete.
Seoul expects that the introduction of the ‘Electric Vehicle Charging Parking Fee Automatic Discount System’ will enable accurate fee discounts and reduce inconveniences related to electric vehicle charging, thereby significantly improving convenience for electric vehicle users.
Baek Ho, Director of Urban Transportation, stated, “With the introduction of the automatic discount system, it is expected that fair and accurate fee discounts will be applied by verifying whether actual usage time matches charging time. Unnecessary complaints will decrease, and waste of resources for on-site enforcement will be minimized, ultimately contributing to the activation of electric vehicle use.”
