First MOU Between Local Governments in the Metaverse Sector
[Asia Economy Reporter Lim Cheol-young]The Seoul Metropolitan Government announced on the 18th that Mayor Oh Se-hoon of Seoul and Governor Lee Cheol-woo of Gyeongsangbuk-do signed a metaverse business agreement at Seoul City Hall. This is the first business agreement between local governments in the metaverse field, and they will jointly work on discovering joint projects and developing services by sector.
Seoul and Gyeongsangbuk-do plan to proactively provide various public services that can improve the quality of life for city and provincial residents through the metaverse, which has emerged as the next-generation platform in the era of digital transformation, and to maximize policy and administrative synergy. Their goal is to lead the metaverse era, which is rapidly emerging as a "digital new continent" across all fields including society, economy, and industry.
Through this business agreement, Seoul and Gyeongsangbuk-do will cooperate in five areas: ▲ mutual sharing of metaverse projects and cooperation to enhance technology to lead the exemplary metaverse era ▲ discovery of policies and promotion of collaborative projects using metaverse in fields such as talent, industry, culture, and tourism ▲ holding the biannual "Seoul & Gyeongbuk Metaverse Collaboration Meeting" ▲ supporting private-level exchanges among metaverse companies, institutions, and universities located in the region ▲ continuous exchange and cooperation including the establishment of the collaborative chain "Seoul & Gyeongbuk Metaverse Alliance" for the successful promotion of collaboration models.
Seoul established the "New Continent of Seoul, Metaverse Seoul Basic Plan," the first mid- to long-term comprehensive metaverse plan among local governments nationwide in October last year, and plans to gradually promote metaverse services across all areas of city administration including economy, culture, tourism, education, and civil affairs by 2025. First, this year, as the first phase project, Seoul City Hall and Seoul Plaza, the gateways to the Metaverse Seoul service, will be configured as the main map and developed as spaces for city administration promotion and citizen experience activities.
In connection with the online education platform "Seoul Learn," an avatar virtual counseling room will be established where youth can freely consult mentors about learning and concerns. In addition, services will be provided to apply for various certificates such as resident registration certificates in the metaverse space and receive them through the "Seoul Wallet app," and a Metaverse 120 Center will also be organized to provide real-time chat consultations.
Mayor Oh Se-hoon said, "Seoul is a world-class smart city that harmoniously combines history and tradition with the world's best 'smart infrastructure,' 'smart services,' and 'smart citizens.' If we proactively provide metaverse services in the new digital environment, it will not only improve the quality of life for Seoul citizens and Gyeongsangbuk-do residents but also lead the metaverse era, the digital new continent, in the near future," he said.
