Sudokwon Landfill Site Management Corporation Imposes 16.2 Billion KRW in Penalties on 34 Local Governments for Excess Waste Delivery
Import Ban for 10 Days in 14 Locations Including Goyang, Hwaseong, and Gimpo
[Asia Economy Reporter Park Hyesook] The Sudokwon Landfill Site Management Corporation imposed additional landfill fees totaling 16.226 billion KRW on 34 local governments that violated the total volume control system for household waste last year.
According to the corporation on the 16th, these local governments failed to comply with the total volume control system, which limits the annual amount of household waste that can be brought into the Sudokwon Landfill Site to 85% of the 2018 intake volume. As a result, they were fined additional fees and received penalties of landfill suspension for 5 to 10 days.
The local governments with the highest additional fees imposed include Goyang-si, Gyeonggi Province (2.627 billion KRW), Hwaseong-si (1.679 billion KRW), Gimpo-si (1.378 billion KRW), Gangseo-gu, Seoul (1.187 billion KRW), Bucheon-si, Gyeonggi Province (1.134 billion KRW), and Guro-gu, Seoul (1.037 billion KRW), in that order.
Previously, the Ministry of Environment, Seoul City, Gyeonggi Province, and Incheon City eased the landfill suspension penalty for local governments violating the total volume control system from a maximum of 16 days to 10 days. Additionally, if certain conditions are met, the 10-day landfill suspension penalty can be split into two separate 5-day suspensions.
Dongdaemun-gu, Seoul, and Hwaseong-si, Gyeonggi Province, decided to outsource more than 10% of the excess waste they brought in last year to private incineration facilities this year, thus receiving their landfill suspension penalties in split periods.
According to the landfill minimization plan agreed upon in June 2015 by the Ministry of Environment, Seoul City, Incheon City, and Gyeonggi Province, the corporation has been reducing landfill amounts by 5% annually since 2020 in preparation for the ban on direct landfill of volume-based waste scheduled for 2026.

A representative of the Sudokwon Landfill Site Management Corporation stated, "In preparation for the household waste landfill ban starting in 2026, we are considering strengthening the annual reduction rate from 5% to 10%."
