Gyeonggi Anyang 3-dong Residential Regeneration Innovation District Designated as First National Pilot District
After securing two-thirds resident consent in December last year for district designation requirements

[Asia Economy Reporter Kangwook Cho] Among the seven candidate sites for Residential Regeneration Innovation Districts, Anyang-si Anyang 3-dong Residential Regeneration Innovation District has been designated as the first national pilot district.
According to the Korea Land and Housing Corporation (LH) on the 15th, Anyang 3-dong passed the review of the Urban Regeneration Special Committee and consultations with the Central Land Expropriation Committee, and was officially designated and announced as the first national pilot district for Residential Regeneration Innovation Districts on this day.
The Residential Regeneration Innovation District project aims to create a complex hub centered on residential functions and integrated with living SOC in declining urban centers, establishing a foundation for the city's autonomous growth and expanding housing supply. It was first introduced in the 2.4 Plan. This project has the advantage of applying various incentives such as increased national and local government funding support, and relaxation of zoning and floor area ratio regulations.
The project site in Anyang 3-dong, Anyang-si, is an area where over 90% of buildings are more than 20 years old. It was previously designated twice as a housing redevelopment district and a maintenance promotion district, but was eventually deregulated due to lack of project feasibility. Since then, with no private sector development participation, housing has continued to age, worsening the residential environment and accelerating regional decline.
Since the establishment of the system last year, LH has been helping residents understand the Residential Regeneration Innovation District project through resident briefings and on-site reception desks, striving to expedite project implementation. In particular, on September 21 last year, coinciding with the enforcement of the Special Act on Urban Regeneration Activation and Support and related laws, LH held a public hearing after proposing the district designation to communicate with residents and focused on building consensus.
As a result, by the end of December last year, a resident consent rate of 72% based on the number of landowners and 67% based on land area was secured, meeting the district designation requirement of at least two-thirds resident consent, and passed the review on this day.
LH plans to transform the site into a pleasant residential environment through relaxation of building regulations such as zoning upgrades. The plan is to not only supply high-quality housing within the area but also to induce private development in adjacent areas through the construction of specialized living SOC, thereby gradually promoting redevelopment expansion to surrounding areas.
To this end, LH will invest 261.9 billion KRW (LH 246.5 billion KRW, national and local government 15.3 billion KRW) to build 316 sale housing units and 94 rental housing units, along with public parking lots and sports facilities as living SOC, further enhancing the convenience of local residents.
LH intends to develop the Anyang-si Anyang 3-dong Residential Regeneration Innovation District into a creative and high-quality housing complex, selecting contractors and establishing implementation plans reflecting residents' opinions, aiming to complete the implementation plan approval by the first half of next year. After district designation, the project will proceed with the goals of △implementation plan approval (2023) △compensation and relocation (2023) △demolition and groundbreaking (2024) △resident move-in (2027).
