He added, "To my recollection, the Lee Myung-bak and Park Geun-hye administrations had about 50%, and the Roh Moo-hyun administration about 60%. In the case of the Moon Jae-in administration, since there was no transition committee, almost all pledges became major parts of national policy, which caused many side effects. Many mistakes of the Moon Jae-in administration stemmed from that."
