"Crisis, Let's Overcome Together!" ... Ulsan City Urgently Prepares the 1st Supplementary Budget with an Increase of 166.2 Billion Won
[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Du-yeol] Ulsan City has urgently prepared the ‘2022 First Supplementary Budget’ to support citizens struggling due to the rapid spread of COVID-19.
The supplementary budget increased by a total of 166.2 billion KRW to 4.5766 trillion KRW, with 153.2 billion KRW added to the general account and 13 billion KRW to the special account.
The main funding sources include last year's excess revenue of 113.3 billion KRW, local allocation tax, and national subsidies totaling 49.1 billion KRW, with no additional debt burden.
The supplementary budget focuses on minimizing citizen damage and strengthening the local quarantine system through prompt and detailed support for affected industries and vulnerable groups amid the rising number of COVID-19 confirmed cases.
As a detailed project by major sector for restoring the livelihood economy, 30 billion KRW was allocated for ‘Small Business and SME Plus Support.’

For ‘Stronger Citizen Livelihood Safety Protection,’ 36.6 billion KRW was allocated.
▲ Ulsan-type emergency welfare support 400 million KRW ▲ Emergency and gap care support pilot project 100 million KRW ▲ Emergency disaster relief fund for general taxi workers 900 million KRW ▲ Support for installation of video recording devices in private taxis 700 million KRW ▲ Happiness voucher support for women farmers 600 million KRW ▲ Installation of special disaster training facilities 4 billion KRW, strengthening welfare for vulnerable groups affected by the large-scale spread of COVID-19 and expanding disaster safety facilities.
For ‘Close Support for COVID-19 Response,’ 11.5 billion KRW was allocated to actively support ▲ Self-diagnosis kits for vulnerable groups 2.2 billion KRW ▲ Support for home treatment nursing staff and public health center COVID-19 response personnel 1.1 billion KRW ▲ COVID-19 diagnostic test fee support 900 million KRW ▲ Support for quarantine supplies for small businesses, religious facilities, city buses, and wedding halls 3.4 billion KRW ▲ Operation of the second living treatment center in the Gyeongnam region 2.5 billion KRW.
For ‘Strategic Future Industry Investment,’ 6.5 billion KRW was allocated.

For ‘Digital Smart City Implementation,’ 3.9 billion KRW was allocated.

For citizens’ ‘Better Quality of Life,’ 27 billion KRW was allocated.
▲ Establishment of naturalistic garden base at Taehwagang National Garden 500 million KRW ▲ Creation of urban wind path forest 2.5 billion KRW ▲ Expansion of planned exhibitions at Ulsan Museum of Art 800 million KRW ▲ Relocation and construction of Jungbu Library 700 million KRW ▲ Urban regeneration New Deal project 3.4 billion KRW ▲ Support for installation of youth hub spaces 500 million KRW, expanding citizen convenience facilities and cultural spaces.
Additionally, 50.7 billion KRW was allocated for city administration projects, including ▲ Financial support for deficit city bus routes 35 billion KRW ▲ Support for hosting the National Sports Festival 10.4 billion KRW.
An official from Ulsan City stated, “This first supplementary budget was decided earlier than usual to overcome the COVID-19 spread crisis and help stabilize citizens’ lives. We will cooperate with the city council to ensure swift support.”

The first supplementary budget proposal will be submitted to the city council in early March and is expected to be finalized in March after review at the 228th Ulsan City Council extraordinary session.
