Gyeonggi-do Urges "Spreading Suitable Compost Only After Composting Inspection Completion"
Detailed Management Needed from Livestock Rearing Stage to Manure Handling
[Asia Economy Reporter Ra Young-cheol] Gyeonggi Province urged on the 2nd, "Ahead of the full-scale farming season, livestock farms in the province should complete inspections to ensure compliance with the composting standards before spreading compost."
According to the province, the current 'Livestock Manure Act' stipulates that only compost meeting the 'composting standards' after testing components such as maturity, salinity, copper, zinc, and moisture content can be used on farmland.
If the maturity or moisture content is not suitable, additional composting must be conducted followed by re-inspection. If the salinity, copper, or zinc components exceed the limits, the compost cannot be used on farmland and must be disposed of or entrusted to fertilizer factories for processing.
For compost testing, 500g of compost can be collected and submitted within 24 hours to the Gyeonggi-do Agricultural Research and Extension Services or the city/county agricultural technology centers for free testing. For other fertilizer testing research institutions, testing fees must be paid when requesting inspection.
In particular, farms with livestock manure discharge facilities subject to 'permission' must undergo composting inspections once every six months, and farms subject to 'reporting' must be inspected once a year. Inspection result documents must be kept for three years.
If compost is spread without inspection, a complaint or a fine ranging from 1 million to 2 million KRW will be imposed. Additionally, failure to keep inspection result documents may result in fines ranging from 500,000 to 1 million KRW, so caution is required.

Kim Young-su, Director of Livestock Policy Division, said, "Proper compost production is an obligation of livestock farms to enhance the value and improve the image of livestock manure," and added, "We ask for the active participation of livestock farms in complying with the composting standards, which serve as the foundation for future livestock farming."
