Ministry of Employment Conducts Mass Raids on 'Serious Accident Companies'... Ssangyong C&E CEO Booked
The Ministry of Employment and Labor has booked the CEO of Ssangyong C&E (formerly Ssangyong Cement) on charges of violating the Serious Accidents Punishment Act following a worker's fatal fall accident, and conducted a search and seizure at the headquarters and Donghae factory on the 2nd.
On the same day, the Ministry also simultaneously conducted search and seizures at the headquarters and site offices related to the fatal accidents at the Jeju National University dormitory construction site and Samgang S&C shipyard.
The Ministry of Employment and Labor announced that it has been conducting search and seizures since the morning at the Seoul headquarters, Donghae factory, and subcontractor headquarters to investigate the accident on the 21st of last month, where a subcontractor worker in his 50s fell to his death at the Ssangyong C&E Donghae factory.
On the 28th of last month, the Ministry booked the CEOs of both the primary contractor and subcontractor on charges of violating the Serious Accidents Punishment Act. The primary contractor’s factory manager and the subcontractor’s site manager have been booked on charges of violating the Occupational Safety and Health Act.
Previously, a subcontractor worker A (56), who was engaged in improvement work on the cement kiln cooling equipment at the Ssangyong C&E Donghae factory, fell from a height of 3 to 4 meters and was seriously injured. A was transported to the hospital but died while receiving treatment.
The Serious Accidents Punishment Act applies to workplaces with 50 or more regular workers or, in the case of construction, where the project amount exceeds 5 billion KRW. Ssangyong C&E, with about 1,200 regular workers, falls under the scope of this law.

The Ministry also conducted a search and seizure on the same day related to the fatal accident during the demolition work of the Jeju National University dormitory on the 23rd of last month.
According to the Ministry, on the 25th of last month, the primary contractor’s site manager and the subcontractor’s actual representative were booked for violating the Occupational Safety and Health Act, and from the morning of this day, a joint search and seizure with the police was underway at the primary contractor’s headquarters and site office.
According to the police and fire authorities, at the time of the accident at the Jeju National University dormitory rental-type private investment project construction site, B (58), who was operating an excavator, was crushed by a collapsed concrete structure and died on site. B is known to be the representative of the demolition company.
The Ministry also launched a forced investigation related to the fatal fall accident inside a ship at Samgang S&C in Goseong, Gyeongnam, which occurred on the 19th of last month.
