Establishment of the 'Comprehensive Plan for Preventing Major Industrial Accidents'
Consisting of 3 Major Strategies and 11 Tasks ... Ensuring Thorough Implementation
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Ulsan City has established the "Ulsan City Comprehensive Plan for the Prevention of Major Industrial Accidents," aiming to achieve zero major industrial accidents through the establishment of an integrated safety management system.
The city announced that, in accordance with the 「Serious Accidents Punishment Act」, which strengthens criminal liability for serious accidents such as fatal accidents to protect the lives and health of workers, it has formulated and will actively promote the "Ulsan City Comprehensive Plan for the Prevention of Major Industrial Accidents" targeting Ulsan City projects and workplaces.
Earlier, in January, the city established the "Industrial Safety and Health Team," a dedicated organization for major industrial accidents, to begin formulating this plan.
This plan consists of three major strategies and eleven implementation tasks: ▲ Establishment of a safety and health management system ▲ Fulfillment of industrial accident prevention obligations ▲ Strengthening industrial accident management inspections (monitoring).
Regarding the tasks by strategy, to establish a safety and health management system, tasks include building an integrated safety and health management system for Ulsan City, preparing procedures for collecting worker opinions such as through the Industrial Safety and Health Committee, and operating and complying with Ulsan City safety and health management regulations.
To fulfill industrial accident prevention obligations, tasks include establishing and implementing industrial accident prevention plans for each workplace, identifying and improving hazardous risk factors, granting authority and budget to safety and health management officers, establishing emergency response plans for major industrial accidents and preparing manuals, and ensuring worker safety and health during subcontracting, outsourcing, and consignment.
Regarding strengthening industrial accident prevention inspections (monitoring), tasks include establishing measures to prevent recurrence of industrial accidents, settling management systems such as inspection reporting of mandatory compliance, and conducting safety and health education.
Ulsan City will inspect the implementation status of the plan at least once every six months.
The city stated, "We have set management policies (attached) that reflect worker opinions to establish a safety and health-centered management system," and added, "Acknowledging the fact that 'people make mistakes and machines break down,' we will actively promote the establishment of a meticulous safety and health management system to maintain and improve worker safety and health."
The 「Serious Accidents Punishment Act」 stipulates the safety and health obligations and penalties for business owners and management responsible persons regarding major industrial and major citizen accidents, including heads of local governments as "management responsible persons."

"Major industrial accidents" refer to industrial accidents under Article 2, Clause 1 of the Industrial Safety and Health Act, where one or more deaths occur, two or more injuries requiring treatment for six months or longer occur, or three or more occupational disease cases occur within one year.
