Government Receives Network Stability Implementation Plans from Telecom Companies
[Asia Economy Reporter Lim Hye-seon] From this year, telecommunications companies must strengthen work management to prevent and respond to network errors. They need to improve the core network and subscriber network structure to ensure network survivability. Disaster Wi-Fi must also be established to enhance telecommunications service resilience. This is a follow-up measure after the KT network outage that occurred last year.
The government plans to receive network stability implementation plans from 11 major telecommunications operators by the end of next month, finalize the basic plan for this year by the end of April, and ensure immediate implementation.
On the 25th, the Ministry of Science and ICT held the Telecommunications Disaster Management Deliberation Committee and prepared the 2022 basic plan establishment guidelines with these contents. At the first deliberation committee meeting held that day, the implementation status of last year's telecommunications disaster management plan was reported, and additional establishment guidelines for this year's telecommunications disaster management basic plan were deliberated and approved.
In this committee reorganization, the legal field was added, the number of female members was increased, and the committee was composed of five ex officio government members from the Ministry of Science and ICT, the Ministry of the Interior and Safety, the Fire Agency, etc., and eight private experts in the fields of networks and disasters.
Last year, major telecommunications operators reported their implementation performance, including measures for dualization of telecommunications networks and power supply networks, and installation of security devices such as closed-circuit televisions (CCTV). The dualization of telecommunications networks was completed for a total of 240 facilities, including two additional cases beyond the plan. Dualization has been achieved in 868 out of 881 target facilities cumulatively.
Regarding the dualization of power supply networks, two companies including KT and SK Broadband experienced delays in dualization construction due to circumstances at Korea Electric Power Corporation. Future decisions on corrective orders will be made after reviewing explanatory materials and implementation plans by each operator.

Installation of closed-circuit televisions (CCTV) at entrances of major telecommunications facilities, installation of locks and closed-circuit televisions (CCTV) in underground telecommunications facilities, deployment of disaster response personnel per facility, and operation of monitoring systems have all been completed at all target facilities.
