[Asia Economy Reporter Jong-il Park] On the 26th, Kim In-ho, Chairman of the Seoul Metropolitan Council, will hold a publication commemorative event for his book ‘Kim In-ho's 고민 Innovation’ at the Centennial Memorial Hall of Seoul City University from 1 PM to 5 PM.
He was elected as a Seoul city council member in the 5th popularly elected term, served as the chairman of the Finance and Economy Committee, the youngest vice chairman in the 6th popularly elected term, and then the youngest chairman of the Seoul Metropolitan Council in the 7th term as well as the 17th chairman of the National Council of Chairpersons of Provincial and Metropolitan Councils, earning three youngest titles as a ‘steadfast and indomitable politician.’
The publication event on this day is also seen as a launching ceremony for the June 1 local election campaign for Dongdaemun District Mayor.
In his book ‘Kim In-ho's 고민 Innovation,’ he explains his political philosophy as ‘keeping loyalty, fulfilling duty, and resolving things according to natural order.’
Kim In-ho’s belief is called ‘Samri’ (三理), emphasizing that a person who values loyalty and understands duty can be respected, and that if problems are solved according to natural order, there is no issue that cannot be resolved.
However, he admitted that walking this path is not easy, saying that as a politician, facing various opponents and numerous gray-area tasks, it is always difficult to implant and carry out the originally conceived future and vision in reality.
He stated that rather than going the right and difficult way, it is easy to fall into temptations, and in doing so, politicians tend to lose their original purpose and initial intention. Therefore, he moves forward by reflecting on where the North Star (political philosophy) in his heart is and whether he is deviating from Samri.
He conveyed that he has always thought it is his duty to prioritize the future of the country and region over momentary convenience or personal well-being.
During his legislative activities, Chairman Kim introduced that he laid the foundation for expanding universal welfare through Seoul’s free school meals, passed the ‘Local Autonomy Act Amendment’ in 2021 to expand resident participation in legislative activities, and worked hard to further strengthen the independence of local councils.
He also mentioned his role in the special investigation committee on Seoul Subway Line 9, where he drove out speculative capital that disrupted citizens’ economic environment, saving 3.2 trillion won in finances, and passed the ‘Seoul Metropolitan Government Suicide Prevention Support Ordinance’ to guarantee the vital rights of precious Seoul citizens.
Chairman Kim said, “The reason I have been able to walk the path of politics for over 10 years is because of the passionate support and love from the residents. How could a newspaper-selling boy who graduated from elementary school in Yeongam, Jeollanam-do, and came alone to unfamiliar Seoul have come this far by his own strength?” and shared the difficulties he faced.
He continued, “While organizing my autobiography, I reflected on myself. Without a remarkable background, average academic credentials, or wealth, how did I come to this position? After careful thought, I realized I had one asset: the belief that there is no problem that cannot be solved through sincere dialogue and fellowship.”

Finally, he concluded, “I believe the power of politics comes from the ability to solve problems through people. The foundation of politics is people, and the key to overcoming difficult realities is ‘relationships and dialogue.’ The achievements made under the name of politician Kim In-ho cannot be said to be my sole credit. Without the support of Dongdaemun residents, many relationships that helped me, and fellow council members who worked together, none of this would have been possible.”
