Gyeonggi-do Provides 'Customized Management' for 1,014 Apartment Complexes from Construction to Maintenance
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province will conduct quality inspections on 191 apartment complexes in the province that are currently in the construction and completion stages this year. Additionally, management consulting will be provided for 20 apartment complexes, and management audits will be conducted for 25 complexes. Furthermore, technical support for maintenance and repair of apartment complexes (350 complexes), financial support for maintenance of aging small-scale apartment complexes (176 complexes), and safety inspections (252 complexes) will also be carried out.
On the 17th, Gyeonggi Province announced that it will implement the "Customized Comprehensive Support Service for Apartment Complexes by Lifecycle Stage" targeting 1,014 apartment complexes in the province, providing comprehensive support from construction and completion stages to operation management, repair work, and safety inspections.
The Gyeonggi Province customized support service for apartment complexes by lifecycle stage is a Gyeonggi-style apartment management policy that divides apartment complexes into ▲construction and completion ▲operation and management ▲maintenance and repair stages, similar to how a person's life is divided into infancy, youth, and old age, providing timely services needed for housing from start to finish.
First, the province will conduct quality inspections on apartment complexes nearing construction completion through the "Gyeonggi Province Apartment Quality Inspection Team," composed of 120 private experts from 10 fields including architecture, construction safety, and fire safety. The quality inspections will be conducted in four phases: before and after the completion of the framework construction and before and after the usage inspection.
This year's inspections will particularly focus on ensuring construction safety and resolving daily inconveniences such as noise between units and secondhand smoke damage. Additionally, to identify and correct issues early in the construction process, "design consulting" will be provided at the groundbreaking stage.
The province plans to conduct focused investigations on areas prone to disputes or corruption after apartment move-in, such as ▲business operator selection and contracts including bidding ▲operation of resident representative meetings ▲establishment and execution of long-term repair plans. To this end, the province has formed and is operating the "Gyeonggi Province Apartment Management Audit Team," consisting of 100 members from 14 fields including legal affairs and accounting.
However, during management audits, the audit team will minimize the detection of illegal or improper matters to reduce management negligence and prevent disputes in advance by directly visiting apartments to provide consulting on overall management administration such as management regulations, business operator selection, labor contracts, and safety management plans.
The province will also significantly expand maintenance support projects for aging apartment complexes in the province.
First, consulting on repair methods and budget-saving measures will be provided for apartment complexes, and design documents such as construction specifications necessary for project bidding will be supported. In particular, maintenance costs and safety inspections will be conducted concurrently for aging small-scale apartment complexes with fewer than 150 households that lack professional management entities and are in management blind spots.
Safety inspections will be conducted through city and county offices by outsourcing to organizations such as the Korea Land and Housing Safety Management Institute. The province will invest 1.8 billion KRW this year for safety inspections of 252 small-scale complexes.

We will continue to strive to become a universal housing welfare service enjoyed by all residents."
