Seoul City Holds Dokye Committee Authorization Subcommittee and Approves Maintenance Plan Proposal
[Asia Economy Reporter Kim Hyemin] The reconstruction project of Jamsil Jugong Complex 5, considered one of the major redevelopment projects in the Gangnam area of Seoul, has entered its main phase. This comes seven years after the association prepared the maintenance plan and finally passed the Seoul city’s approval. The maintenance plan outlines the blueprint for the reconstruction project, including the number of households, floor area ratio, and number of floors.
According to Seoul City on the 16th, the city held a delegated subcommittee meeting of the Urban Planning Committee this morning and reviewed and approved the maintenance plan for Jamsil Complex 5 in Songpa-gu. A Seoul city official stated, "The association supplemented the points pointed out by the urban planning committee members, and the review was reopened and processed." The delegated subcommittee is authorized by the Seoul Urban Planning Committee to review and decide on maintenance plans.
Jamsil Jugong Complex 5, now in its 45th year, has been pursuing reconstruction since 2003 but has drifted for 19 years without the maintenance plan passing. In 2017, the project was expected to gain momentum after Seoul City’s review approved upgrading the zoning of the general residential area within the complex to a semi-residential area, but the maintenance plan failed to pass the delegated subcommittee for several years, delaying the project. Additionally, disagreements over securing school sites caused the educational environment evaluation review to be extended for more than three years, effectively halting the project.
The change came when Seoul Mayor Oh Se-hoon expressed his intention to approve the plan. Accordingly, at the end of last month, the delegated subcommittee of the Urban Planning Committee reviewed the Jamsil Complex 5 maintenance plan for the first time since his inauguration, but the review was postponed once due to differing opinions on the use of park land within the complex. The final maintenance plan includes increasing rental housing on the park land within the complex instead of public buildings such as libraries.
The approved maintenance plan will be re-announced for public inspection reflecting the revised contents before the final decision is officially announced. Subsequently, the building plan will undergo traffic impact assessment and review by the Seoul City Architectural Committee before final approval. The city also plans to designate a special architectural zone to realize creative architectural design.

The association is expected to speed up reconstruction by completing the remaining procedures such as project approval and building plans. According to the maintenance plan, Jamsil Complex 5 will be reborn as a newly constructed complex with up to 50 floors through reconstruction. The number of households will increase from 3,930 to 6,815 (including 611 public housing units).
