Seongnam City Sends 'Integrated Notice of Delinquent Payments' to Over 13,000 People
[Asia Economy (Seongnam) = Reporter Lee Young-gyu] Seongnam City in Gyeonggi Province will send integrated delinquency notices to prevent moral hazard among defaulters and encourage sincere payment.
A Seongnam city official explained, "We plan to send notices to encourage voluntary payment by giving advance warning of disadvantages such as forced seizure of property," adding, "The recipients are 13,210 defaulters of last year's local taxes and non-tax revenues, with a total delinquent amount of 38.735 billion KRW."
Looking at the main delinquency ratios, for local taxes, local income tax accounts for 33%, tobacco consumption tax 24%, automobile tax 8.0%, and property tax 7.0%. For non-tax revenues, penalties under the Real Rights Registration Act for Real Estate account for 15.9%, development charges 7.1%, compensation fees 6.2%, and fines for violations of the Automobile Damage Compensation Guarantee Act 5.8%, among others.
To collect delinquent amounts, the city conducts various enforcement actions such as seizure of defaulters' vehicles, real estate, deposits, salaries, and various refunds, as well as confiscation of vehicle license plates, automobile auctions, and real estate auctions. Additionally, measures such as restricting licensed business operations, registering public information with credit information agencies, and administrative actions like travel bans are also taken.
